Silva News Category Filter *what is it?

Hi, it's been over a year since I had the opportunity to update our website so on this test server I've gone from
Silva 2.0 to Silva 2.0.7
As well as
Silva News 2.5 to 2.6b

There are a few things that I am not familiar with

What does the Silva News Category Filter Do... at first glance it seems no different from the Silva News Filter?

And the Rss aggregator, does it work with the filters or news viewers (or hell do the news viewers have their own rss feed feature)?

The news category filter is new in SilvaNews 2.6. Unlike News Filters (and agenda item filters), which directly affect what the public sees by filtering news items which are then aggregated by a News/Agenda Viewer, the News Category Filters are intended to assist site managers and authors by limiting the news categories (i.e. subjects and target audiences) that are displayed in News and Agenda Items and News Filters.

In a large institution with multiple departments authoring multiple areas of a single Silva instance, it is quite possible to have a large number of news categories, many of which are irrelevant outside of a small area of Silva. News Category Filters allow the site manager to limit/filter the news categories that are displayed in an area of Silva to be just those that area needs to (or has authorization to) use.

Does that make sense?

So if the Category filter is in folder "B", everything in folder "B" and any subfolders is affected by the Category Filter?

Can the category filter be ghost and still work?
