How to change the resolution of a screen capture?

How can I change the resolution of a screen capture? I am trying to make a screenshot of my desktop but the png created has the same resolution as my desktop has instead I want it to have a lower resolution but the same quality. How can I achieve that?

There is a 'Resize' plugin. Right click on a screenshot and choose
'Run plugin...'. Is that what you mean?
