Installing SchoolTool in Ubuntu 11.04

I am new to linux and just getting started. I am using Ubuntu 11.04 and I wanted to install SchoolTool but the ISP is blocking any urls that have the word 'proxy', therefore i am not able to do the installation. I get the following error..
Failed to fetch http://ye.archive.ubuntu.com/ubuntu/pool/universe/z/zope.proxy/python-zope.proxy_3.6.1-0ubuntu2_i386.deb Connection failed [IP: 91.189.88.46 80]
Can someone help me with alternative installation instructions?

I have downloaded the zope.proxy deb and renamed it. Download and install it manually:

wget http://ftp.schooltool.org/debs/lp_question_168251_i386.deb
sudo dpkg --install lp_question_168251_i386.deb

Then try installing again.
