Starting up

As a newcomer I do not see where to state the COM1 connection and the the digital system I use ( DCC-Command station from ELEKTOR) that works with Railroad & Co under the settings: Uhlenbrock intell. And what shall I type in the field host?
I only have this simple question: How do I make a connection?
