omit_dupes filter

What is the correct way to remove the omit_dupes filter when using python-launchpad-bugs? It looks to me like it is always on.

There is currently no such filter in py-lp-bugs, so launchpad's default value is used. If we would like to have such a filter option, we just need to add a key/value-pair to URLBugListFilter.OPTION_DICT in launchpadbugs/basebuglistfilter.py
