Plank stays hidden on desktop in Window Dodge mode

When window dodge mode is set, the plank stays hidden even in desktop.

Expected behaviour: Dock is shown when full desktop is visible (no application running or all applications minimized) else if any window is open, it should hide.

Current behaviour: Dock remains hidden in desktop and I have to pressure-reveal it by moving the mouse pointer over the bottom area. Not sure if I changed any window manager settings that is causing this effect.
