Change right click action when you are in a new workspace

I was wondering why when you go to a new workspace and press right click to open a new window of a pinned app it goes back to the first workspace instead of opening a new window...
I mean, if I go to a new workspace and don't bring that app with me it's because I want a new window. When you already have 10+ tabs opened it becomes more difficult to navigate between tabs so opening a new window (or switching to a new workspace) really helps.
This question may be beating on a dead horse but I really want to understand why you haven't implemented it.
