GTK has unfortunately deprecated a lot of functionality in this area, so the recent files menu from GTK2 (Pinta 1.7.x) no longer appears. In GTK3 the file open dialog should still have the option to show a list of recently opened files, but this may vary depending on your platform.

On macOS, I think the file dialog can show recent folders, and the Apple menu may list recent documents depending on your system preferences.
I think this is fine to file as a feature request, it just requires some extra development work since GTK no longer natively has some of this functionality
