[Suggestion] Make an option to use custom toolbars icons

As commented in this question of mine ( https://answers.launchpad.net/pinta/+question/704333) there's no easy way to change the icons on the toolbars, so I'm suggesting to make an option (settings menu) where we can change each icon separately or set the program to use a custom set of icons we have made ourselves.

I'm not sure this needs to be added directly to Pinta - this should be doable with custom icon themes (as mentioned in https://docs.gtk.org/gtk3/class.IconTheme.html) since Pinta's default icons are installed under the 'bicolour' theme

IDK what to do with this information from GTK3, it doesn't say how to instruct the program to use PNG icons, instead of SVG.
