In Pinta 1.5 (which will be released soon) there is now an Invert Selection option, and you should be able to combine that with the lasso selection tool to do what you're asking.

Many thanks Cameron. Good news. I have just tried it and the invert selection works perfectly. Thanks so much.
However I have another request which 1.5 stil doesn't address and wonder if its possible to build into 1.5 before it is released. In Paint.net when you select an image layer, click on the top "move selected pixels arrow", then double click on the image, it is possible to resize the image, so for example a smaller image can be made WITHOUT affecting the size of the other layers so one can for example put a title on the lower edge ofa picture and it shows below the image when the layers are put together. I have tried achieving this in Pinta with Resize Image or Resize Canvas in all kinds of ways but it seems impossible as every time I resize the image all the layers are resized with it.
