Squaak tutorial error

I have been following http://www.parrotblog.org/2008/03/targeting-parrot-vm.html tutorial, when I try to run "Configure.pl" in the languages/squaak:

$ perl Configure.pl
Reading configuration information from ../../parrot_config
Creating Makefile
Can't open perl script "/usr/local/lib/parrot/1.3.0-devel/tools/dev/gen_makefile.pl": No such file or directory

Unfortunately, the generated script is tuned for an installed Parrot. Run "make install-dev" in your Parrot directory, and try again.
