Common as a library?

I was noticing that it seems like instead of using openstack common as a python library it seems like its being sort of like preprocessed and shoved into the different openstack components source trees. Is that the ideal goal, will that be fixed, or was it just a short-term patch?

We intend for there to be an openstack-common library and an "incubation area". When we're ready to make an API stablity commitment for a given API, it can go into the library.

Basically, the current state is that there's nothing in the library and everything in openstack-common is in incubation.
