Can I modify the resources (memory, cpu, NIC card ...) of an instance is running on?

Hi all,
I deployed an IaaS system with OpenStack Diablo and provide some vitual machine include linux, windows run it OK. But OpenStack seems not allowed to modify the resources of a running instance (change memory, cpu, nic card ...) like VMWARE. I only attach more volume, or run an instance with other instance type (but if i run with other instance type, this instance will reset to begin status).
Has Openstack this function ? how to configure it?
