Approval emails are only sent to the owner email

As far as I have been able to determine, when an email is submitted to the list the administrators and moderators of that list are sent an email to advise them that there is an email awaiting approval. My current 2.1.13 system only emails the -owner address which does not help.

Is there a configuration option I am missing to ensure all approval emails are sent to the list administrators and the list moderators?

That's how it works. The notice is sent to list-owner and then that mail is received and delivered to those addresses that are in the list's owner and moderator attributes. See the FAQ at <http://wiki.list.org/x/WYA9>.

The required configuration is to put the owner's and moderator's addresses in the list's owner and moderator attributes (General Options) and to make sure that the proper alias or whatever is in the MTA so mail to the list-owner address is properly delivered to Mailman.
