Downloads will no longer download faster than 16kb

Used lottanzb for the first time, Every file has downloaded at 800KB or so. Then from nowhere, it seemed to drop from anywhere from 2KB and up to 16KB, after setting up 10 connections. I've gone back to trying pan which I used previously, and it downloads at 800KB, so it isn't the internet connection, I've tried uninstalling lottanzb, and hellanzb, and deleting settings, and nothing.

I'm just confused, as it did work, consistently at the beginning. And now consistently it's slow. Also I've tried matching all the same settings from pan and lottanzb. (port/connections) Thank you.
