Please add the new LoCo "Ubuntu Palestinian LoCo Team" to ld

Hello,
A new LoCo Team is being established in Palestine, it's now member of ~locoteams, so, if there's no more prerequisites, please add it to the loco portal's db.

It is listed in the LoCo Team Portal already. Take a look at Teams without country. This listing is automatic, but not necessarily immediate.

Also, please take the time to edit the details of the team in the LoCo Team Portal to give it the correct data.
