Why doesn't Libertine use snapd-confine instead of creating an LXC container?

As far as I understand, snapd creates an infrastructure to contain each snaps based on a single OS snap. Instead of creating LXC containers, can't Libertibe reuse snapd-confine to run apt/dpkg within? Currently, it needs to install dependencies and separately update the entire OS that may already available on the host system. If snapd-confine allows access to host root, only the deb packages's files need to be isolated while it can reuse dependencies already installed on the underlying system.
