Increase PPA limit for ~mythbuntu/mythbuntu-0.23

We are receiving:
"Rejected:
PPA exceeded its size limit (1291.00 of 1024.00 MiB). Ask a question in https://answers.launchpad.net/soyuz/ if you need more space."

Please increase the PPA size limit to 3GB to be inline with our other series.
