Bot User account cannot create charm-recipes

i've got this project[0] where I (lp:addyess) can make charm_recipes and another (lp:k8s-team-ci) cannot

I'd like the bot account to be able to do so but i'm unsure how to grant that user permission.

Update: it's come to my attention this is an issue of the bot account not being in a certain group. Is that requirement still important?

Hi Adam,

As discussed on our internal chat, I have updated the feature rule to remove the restriction for charm recipe creation to only Canonical staff. Your bot account should be fine now. Please let me know how it goes.
