Change owner/maintainer of projects

There are several projects in the openstack-charms project-group which are owned by individuals rather than the openstack-charmers team. I can contact most of the owners and ask them to change the ownership to the openstack-charmers team, however I cannot reach one of the owners (1chb1n).

Is it possible to transfer ownership from the current owner (1chb1n) to the openstack-charmers team? These projects are all actively used and maintained by the openstack-charmers team. Without this change, we are unable to reconfigure the code repositories to import upstream changes to be used by launchpad charm build infrastructure.

The projects which need adjusting are as follows:

charm-ceph-fs
charm-ceph-proxy
charm-guide
charm-test-infra
charm-nova-compute-proxy
charm-interface-rabbitmq
charm-lxd
