Moving to a question, which is where we handle this sort of support request.

Our logs say:

2021-03-05 20:45:13 INFO Upload was rejected:
2021-03-05 20:45:13 INFO GPG verification of /srv/launchpad.net/ppa-queue/incoming/upload-ftp-20210305-204452-081284/~dvkbuntu/dvkbuntu-ppa-20.04/dvkbuntu-hos-wallpaper_4.2-1_source.changes failed: Verification failed 3 times: ['GPG key 3597EE28B170963F not found due to a server or network failure.', 'GPG key 3597EE28B170963F not found due to a server or network failure.', 'GPG key 3597EE28B170963F not found due to a server or network failure.']

This isn't the GPG key that's attached to your account, and apparently it also isn't on the keyserver. You'll need to either upload it to a keyserver and import it into your Launchpad account (see https://help.launchpad.net/YourAccount/ImportingYourPGPKey), or else sign the package using the key currently attached to your account (under "OpenPGP keys" on https://launchpad.net/~paulwoisard).
