We've reverted this. I generally don't suspend accounts for this sort of thing for a first offence, since it's moderately easy to do by accident and somebody who isn't the bug reporter or a bug supervisor unfortunately can't revert their own status change in this case. I'd certainly consider a suspension for accounts that keep doing this sort of thing.
