The webhook of team's private Git repo for Merge proposal doesn't work

I set a webhook on https://code.launchpad.net/~oem-solutions-group/oem-dev-tools/+git/lp-fish-tools/+webhook/13315.
But https://code.launchpad.net/~lihow731/oem-dev-tools/+git/lp-fish-tools/+merge/387497 and https://code.launchpad.net/~fourdollars/oem-dev-tools/+git/lp-fish-tools/+merge/387728 doesn't trigger the webhook.
However it can trigger git:push:0.1.

BTW, I set the same webhook on https://code.launchpad.net/~oem-solutions-engineers/oem-dev-tools/+git/oem-scripts/+webhook/13314.
And https://code.launchpad.net/~fourdollars/oem-dev-tools/+git/oem-scripts/+merge/387408 can trigger the webhook.

Could you please use the "Create bug report" option on this question to convert it into a bug report? It looks like I made a mistake when initially implementing git-based merge proposals: the reviewer doesn't appear to get explicitly subscribed to the source repository, so the webhook code thinks they can't see it and therefore doesn't trigger a delivery.

Can you help with this problem?
