The partner archive not open for groovy

Hello!

As part of the groovy new archive opening, the partner archive for the series should also be opened. Looking at http://archive.canonical.com/ I don't see it for groovy yet. The checklist mentions to inform the Launchpad ops about this fact in case it happens.

Can we get the partner archive created for groovy? Sadly, we still need it.

It looks as though NewReleaseCycleProcess was a bit wrong. In the past partner has been initialised by copying forward packages from the previous series, but it's also possible to initialise it in an empty state if you want. I don't know which is the correct thing to do here and it's an Ubuntu policy decision, so I haven't actually done it. However, I've updated the documentation to explain how somebody from the Ubuntu side can do it:
