Owner of ubuntu-l10n-sv has gone MIA

The previous contactperson for Ubuntu Sweden (sebastean) has gone MIA after an internal little fight (jono has the details). Evidence for the MIA should be that the description for the team mentions edgy still and the date of the last two ACKs for new members.

The LoCo have always wanted yeager on the position as teamowner. He's upstream Gnome Coordinator for sv, the Debian i18n for sv etc... and he is now also one of the few Swedish Ubuntu Members. He finally accepted the position, and now we need someones help to rectify the permissions of the team.
