Please rename motutools project to ubuntu-dev-tools

(This was requested already, but got marked as Answered by sacater, when it was in fact completely wrong to do so.)

Originally, motutools was created to host some bzr branches for useful utilities/scripts for ubuntu developers, however it has now been decided to widen that scope, which the renamed project would more easily reflect.

Done. Please note that this has changed all the urls referencing the project including the bzr ones.
