please rename bootskel-gtk project to rootskel-gtk

I couldn't create a project called rootskel-gtk (which is the name of a pre-existing package that I want a code import for) because "The name 'rootskel-gtk' has been blocked by the Launchpad administrators". Kiko advised me to create it as bootskel-gtk instead and then ask for it to be renamed, so here's the request. Thanks in advance.

One of the LOSAs will rename the project for you soon.

We should also fix the blacklist, since it shouldn't be this restrictive.
