The option to translate simplified Chinese exists.

I am assuming you want to translate Ubuntu into simplified Chinese. Go to Ubuntu -> Translations and the language is listed on this page.

Here is a direct link to translate Simplified Chinese for Ubuntu. https://translations.launchpad.net/ubuntu/intrepid/+lang/zh_CN

If you wish to translate for a different project which is not Ubuntu get go to that project's page and click on Translations then look for the language you want to translate (zh_CN for simplified Chinese).
