Remove affect of bug #1 on kde-systemsettings

Currently bug #1 is marked to affect kde-systemsettings which creates _completely_ useless traffic on the Kubuntu bugs list, making it not exactly easier to keep track of bugs.

I'd like to request a removal of this affect, if possible, so that Kubuntu bug triagers get less annoyed :)
