Disable and unused account for re-using its name

Daniel Sargeant, https://edge.launchpad.net/~sotap, wants to get 'dsargeant' account name which is currently used for an automatically created and unused account (https://edge.launchpad.net/~dsargeant).

The old account should be disabled and the actual one account renamed. Note this is not a merge the old account email doesn't belong to Daniel.

Daniel has an active PPA, but it doesn't have any package yet, so it's fine to rename the account.

Have re-named Daniel's to https://edge.launchpad.net/~dsargeant
