rename release from wacs project

Hi There

Could you please rename release "0.8.1" under wacs -> wacs-devel-0.8 to
"wacs-devel-0.8.1" as the way it's presented isn't making it
particularly clear that it's a different release from the mainstream
wacs-0.8.1 release.

(Wacs-devel is the DocBook XML sources to the documentation included
already rendered with the standard code release.)
