please enable s390x builds for the "core" snap package

for the de-branded core snap (formerly ubuntu-core) https://code.launchpad.net/~snappy-dev/+snap/core we need the s390x architecture as a target build arch but the check box is greyed out on the configuration page ...

please enable this architecture as target arch for that snap
