please enable s390x builds for the snapd edge PPA

the daily auto-build of snapd for edge happens in https://launchpad.net/~snappy-dev/+archive/ubuntu/edge/+packages

to have the snapd package available for ubuntu-core snap package builds of all arches we also need the s390x architecture built in this PPA, please enable this architecture.
