There is no ability to delete superseded packages

There is no ability to delete superseded packages.
https://answers.launchpad.net/launchpad/+question/230283 mentions such a function but I can't find it.

In my case superseded packages block ability to -reupload packages with changed tarballs.

+delete-packages has a Published/Superseded filter which lets you delete superseded packages. However, even deleted files' hashes are still remembered; if you want to upload a different file, it has to have a different version, even if the old one has been deleted.
