I would like to set up a project group to manage Canonical's scopes via projects.

A paragraph description of the project:
A meta project to manage a variety of Canonical Scopes products, specifically to provide an escalation point towards the respective product team. It is intended to be a public project for all shared / public bugs. Proprietary information will be handled in respective proprietary projects.

A project group is just that: a group of projects. The group has no bugs of its own, so it's not useful for what you're requesting.

It sounds like you just want a normal project, which you can create yourself.

But a project group cannot satisfy "specifically to provide an escalation point towards the respective product team. It is intended to be a public project for all shared / public bugs." Can you explain the purpose of the project group?

I think a place that can check bug across all those project already helps a lot.
ps. I should say "respective engineers" instead of 'respective product team'
