How to create the local file for the language

I translate Ubuntu into the Chechen language and I would like to learn that it is necessary to make that the Chechen language added in Ubuntu distribution kit to me answered so:
"Regretfully, there is no Chechen (ce) locale in glibc yet. Please use the
following master to create the locale (it is not that hard TBH):

They are the ones that can create a new language pack.
