Recover 'octavia' project name

Hi there,

We are interested in utilizing the 'octavia' project name. This appears to be abandoned at this point - and moved to GitHub. Is it possible to make use of this project name?

I've renamed the invalid and improperly registered project, which should allow you to register a project named octavia now.
