Enable armhf builds for Parallella PPAs.

Hello,

The Parallella board is an armhf architecture system which uses Ubuntu as the official Linux distribution. We'd like to be able to provide packages for the board via Launchpad PPAs, one for releases and one for snapshots:

To start with packages will be for things such as simple utilities that we'd like to provide with the board, e.g. for temperature monitoring, driving GPIO and reading flash environment variables. However, in time we'd also like to package the tool chains, but appreciate that depending upon size etc. these may not be a good fit at present for automated armhf build via Launchpad.

As you can see, the PPAs are presently empty, but it's something of a "chicken-and-egg" situation and I didn't want to go packaging things for Launchpad if we could only have Intel/AMD arch support, as this would be of no use.

I've enabled armhf on both.
