Please enable arm64, ppc64el and ppc64 builders on ppa:canonical-x/x-staging

I'm testing packaging changes for the archive in ppa:canonical-x/x-staging, and I could really use those builders to make sure I don't break anything. :-)

Ubuntu doesn't have a ppc64 port, but I've enabled arm64 and ppc64el.
