Claim the project URL

We're trying to fork an existing project (tvtime) and promote it to be a standalone project on launchpad.

When attempting to register the project (tvtime) on launchpad, I'm getting a "tvtime is already used by another project" when attempting to set the URL to https://launchpad.net/tvtime

Is there anything we can do to claim the URL?

As you can see from the URL that you linked, the project already exists. You probably don't want to create a new one, but rather contact the project's current maintainer and get him to transfer the project to you.
