When I want to translate Scilab into Persian but I cannot.

Hello

I want to translate Scilab into Persian but I cannot.
(https://launchpad.net/scilab).

Translation policy: restricted, with no translation group assigned for Persian.
(https://translations.launchpad.net/scilab/trunk/+lang/fa)

It tells me: "No translation group has been assigned. This translation is not open for changes."

But a friend of mine, can easily translate those strings. He is not a member of any team except those that I am the owner of them.

Hi Salman,

if I browse to the Scilab link you provided, the one with the Persian translatio, I can see all the scilab templates, and it is possible to translate into Persian.

Can you please confirm that it is working now?

I can either see the translation templates, but can do nothing with them.
Here's the screenshot of what I exactly see:

This sounds like it might be bug #604230. Which setting is selected on https://translations.launchpad.net/~/+licensing?
