Request to delete a recipe

I'd like to request the deletion of the recipe

because its existence is blocking me from deleting my branch

https://code.launchpad.net/~conscioususer/polly/python2.6

I know the recipe belongs to another user, but I sent him an email a week ago and received no reply. Plus, the recipe does not even work.
