Is a constructed sign language appropriate for LP?

I want to create a constructed sign language, under the CC-BY-SA license, or something close, in the hacker spirit (I'm hearing but oh well, I want to serve deaf hackers as much as they want to serve the community) and put it on Launchpad.

Is this an appropriate project?

Is it called 'art' or 'documentation'? The project is to be a creative work to document a new language, an interlanguage of sorts.

This is fine. Several projects on Launchpad produce documentation or media as their major work. So long as the major work of the project conforms to https://help.launchpad.net/Legal/ProjectLicensing there are no limitations.
