User trebelnik-stefina has packages of skype in their ppas:

Skype is proprietary software, and AIUI is not freely redistributable. So this appears to be in violation of the Launchpad terms of use.

I've contacted the user and waiting on a reply re PPA and deleting the packages.

PPAs have been disbaled - no contact back from the owner
