Slow Download from private commercial PPA

I am experiencing very slow speed when downloading/updating anything from https://private-ppa.launchpad.net ,then I tried to download with a proxy that uses Google AppEngine (So I have a Mountain View IP) and find it reaches top speed. It is because Launchpad is throttling bandwidth for IPs originates in China (I am in China) or my ISP is throttling bandwidth from Launchpad?

Launchpad does not throttle bandwidth or access to pages. I expect your poor performance is the specific path between Launchpads servers to your computer.

We will limit the number of requests robots can make in a few months when Launchpad updates to Ubuntu 12.04 which has the packages that manage throttling.
