I get this ' OOPS-4083b90bb5152d4ed1edec2e4ed86b65 ' message when I tried to register a +junk branch using https://code.launchpad.net/~psivaa/+addbranch .

Could you please help me set up a personal branch that is not yet specific to any packages.

Hi that's the correct message to see, as that link no longer exists. We removed the "register a branch" page a while ago because it was causing a lot of user confusion. the right way to create a branch is either to just push one from the command-line, or to register an import using the "Register an import" link. Also for opps errors bug reports are the correct way to report issues.
