"Proposed members" for my team has dangling accounts

I'm the admin of the ubuntu-l10n-fr team. I have a list of proposed members and in this list I have people whose accounts don't exist anymore or have been merged.
This is related to https://bugs.launchpad.net/launchpad/+bug/58138 but the bug report is about it not happening again in the future.
I can't remove those requests from the list since I get an error whenever I try anything with them.

I identified three accounts so far, but there could be more:

I know. The bug is about avoiding getting in that situation, though. My question is about removing the dangling accounts now and the issues doesn't need to be fixed before this is done.

Realistically, it looks like it may be quite some time before we can get around to fixing the underlying bug. There are some complications in dealing with it.

Curtis, here's a thought that I'd appreciate your thoughts on: I wonder if unhandled team membership requests shouldn't expire after a while, perhaps through automatic denial. If we can't fix the cause of these broken records, at least we can give affected users a prospect of them going away eventually.

I have a backlog of unhandled requests which I'm currently reviewing. Some of them are from early 2009. The policy in our team is to wait 3 months for feedback after sending a mail with guidelines. Expiring these applications right now would not be very good for us.

The merged users are gone. The deactivated user remains. Lp does not have mechanism yet to remove deactivated users from memberships and subscriptions.
