Create Super Project - HIS Interoperability

This is a request to create the super project named "HIS Interoperability."

Super Project Justification: There are several open source Health Information Systems such as iHRIS, DHIS and openMRS which are used in many countries. These HIS increasingly need to interoperate and share data. Each software project has its own team of implementors, and having a super project will help to centralize the various country/organization implementations under one umbrella and facilitate working cross-projects.

There are several more that will be coming on-line over the next few months.
