why are 'marked for expiry' bugs not expiring in launchpad

The launchpad project has bug expiry turned on in https://bugs.launchpad.net/launchpad/+configure-bugtracker

Bug 121859 shows as 'marked for expiry 33 days ago' but hasn't been expired. Something is up.

We have an unreported oops. I took a look at expire-bugtasks.log.

Can you help with this problem?
