It already exists, and there are bugs which are being tracked already. I guess they changed the URL normalization (again) and that an alias needs to be added to the bug tracker in Launchpad. I added the new canonical format as an alias here: https://bugs.launchpad.net/bugs/bugtrackers/gnu-debbugs

... However, I still get "There is 1 error in the data you entered" when I try to add the remote watch to the bug. Hmm, maybe it takes time for the change to actually bite.
